Windsor conducted a preliminary study and analysis of the campus site and building mechanical, electrical, and low voe systems condition and performance that support HVAC equipment, distribution, and building controls; analysis of relevant state and local building codes, and other associated legal requirements. Windsor’s investigation was then used to verify compliance with ASHRAE 62.1 and Washington Code. Our findings were then utilized to produce a basis of design document for each building identifying major design components including outline specifications and an independent direct construction cost model. After budget constraints reduced
the project scope, a reduced focus on the areas of greatest need was produced.
